FEMA Flood Mitigation Assistance Program (FMA)

OVERVIEW: The Federal Emergency Management Agency (FEMA) provides funds to reduce or eliminate claims made under the National Flood Insurance Program (NFIP). Specifically the program aims to reduce the number of repetitive loss structures insured by NFIP. (Repetitive loss structures are those that have sustained two or more losses, each exceeding $1000, within a ten year period.) There are three types of grants that fall within the Flood Mitigation Assistance (FMA) program area:

  1. Planning Grants to prepare flood mitigation plans.
  2. Project Grants to implement measures to reduce flood losses, such as elevation, acquisition, or relocation of NFIP-insured structures.
  3. Technical Assistance Grants for the state to help administer the FMA program and activities.

TIMETABLE: Applications should be submitted as the need arises and when the applicant is ready to submit.

APPLICATION PROCESS: Local governments, tribes and some non-profits submit projects to the state which then selects applications based on predetermined priorities set forth in a disaster-specific Mitigation Strategy to send to FEMA for final approval.
